This could be because the SharePoint Timer or SharePoint Admin services are not active. From the Services Manager, check to make sure the “Windows SharePoint Services Timer” and the “Windows SharePoint Services Admin” services are both functioning. Restarting the SharePoint Timer or SharePoint Admin services is recommended. You may need to delete the timer job from the Timer Job Definitions page, accessible from the SharePoint 3.0 Central Administration, Operations tab.
